ATF bureaucrats have the authority to make the determination what is and what isn't armor piercing capable of being fired in a pistol. Steel core ammo I don't believe was intended to be armor piercing but with the broad authority given to ATF. I don't see them backing down on this one. I see it as a progressive "never let a crisis go to waste" move.
