~DEVO~
I would like to thank you all in advance for your input on who makes this mount and rings.
z1r
You can get one like it from Recknagel. Their US distributor is NECG.
roscoedoh
Those are claw mounts my good man. And boy howdy are they expensive! Furthermore, I would only buy that rifle if it came with the rings as most of the time, the scope rings are fitted to the mounts that are fitted to the action and tend to be costly for an exact reproduction. But they are neat all the same.
~DEVO~
Alot of Mula... I kind of shy away from a QD system only because they really do not re-zero properly, but this set-up really caught my eye.
roscoedoh
Claw mounts are reputed to be as bomb-proof rugged as you can get and they're supposed to return to zero everytime - they are made to very close, very precise tolerances (supposed to be anyway). Ergo the high price. Me, I like them but can't even come close to affording them.

z1r
I've always thought of a QD stysem just like the name simplies. quick DETACH not quick install. They come off easy in case your scope breaks and you need to employ the iron sights. However, the leupold QR system is supossed to be very repeatable. Their QW system that uses weaver type bases and is also good but heavy. As Jason said, the claw mounts are very repeatable. They are neat as heck but remember that they were popular ina time when sealed & nitrogen filled scopes were a pipedream. It was common for scopes to fog is wet weather or the cold and irons were very much needed.
Jimro
If you want quick detach for a picatinny rail, Valdada has a good set in 30 mm, with optional inserts for 1 inch scopes. www.valdada.com And leupold QD rings work fine with the standard weaver bases. 724wd
is that front base dovetailed into the receiver? seems like that'd be a pretty big cut....
roscoedoh
Yes, that front mount is indeed dovetailed in. That's how they did them back then. I would not want one, but that rifle has probably been shot a great many times since that mount was installed. Were it me though, I would want my mounts soldered or welded onto the receiver, that way I didn't run the risk of loosing any strength. Still, a there are a great many rifles with dovetailed claws mounts floating around out there and I still can't find any online proofs of rifle failures because of it...
