When I was in the Air Force 20 years ago in Shreveport, my co-workers went to New Orleans. Their purpose? Expose boobs, get drunk, and get sex. That's it! The city stunk, the people stunk and their manners were the worst I had ever seen in the south. I would suggest using it for a land fill as it is below life as we know it. Lets take all our trash and elevate New Orleans above sea level. Then and only then do we rebuild, and we will save the loss of delta soil.
