Hell, I've had firearms (2) bought new that didn't put enough whack on a primer to set it off. Both had to be repaired. Primers in their original package are set up so that they won't chain react. "Traveling in interstate commerce without a license to carry ammunition," never heard of that one. He was heading for Jamaica, not a different state. I think someone is making it up to hold the guy while things get worked out. And I bet importing a reloading press and components into Jamaica is a no-no from the Jamaican standpoint.
