I always thought that 296 was a fast powder, given it's use in magnum handgun rounds, but according to those, it would be a slower powder. I use this site https://www.hodgdonreloading.com/ a lot for loading data when I need it. There are some others too, but that one is easy to use. When nitroglycerine is mixed with cellulose or something like it, it becomes more stable. Nobel (of the prize fame) invented dynamite by doing that.
