Hard to say how they got the design for those.  If you give smart people a goal and time/resources, they can come up with a lot.  A fair chemist could come up with that easy enough, just look at the meth lab problem.  How to cook meth is in an organic chemistry book and hands on instruction in the lab at a 200 level course.  The sugar/fertilizer propellant has been around a very long time.  Once the design is worked out and simplified so an idiot can make it without usually blowing himself up, that gets published and they start making it.

I wonder where they get the fertilizer and TNT.  Those can be traceable.  And there's a huge warehouse of the fertilizer in Lebanon.  A ship got stuck there loaded with it.  Some kind of legal/money problem.  It got offloaded and put in a warehouse.  It is very dangerous and it blows up every once in a while, but the Lebanese refuse to get rid of it, for some strange reason.  TNT can be made in a bathtub, basically.  The main ingredient is the main ingredient in gasoline.  Again, organic chemistry specifically teaches you how.  The sand people used home made TNT the first time they tried to blow up the World Trade Center.

Notice that they are shooting $50,000 missiles at $300 rockets.  At least the Patriot system is working these days.
